- Resident of Saginaw County
- Graduate of Birch Run High School, Bridgeport High School, or Frankenmuth High School (1st preference); any other high school in Saginaw County (2nd preference)
- Part- or full-time enrollment
- Pursuing undergraduate degree or Career and Technical Education (CTE) training
